The group of external reviewers is made up of representatives from the disciplines, professional life and students. Student and Academic Services organises their recruitment, provides support and ensures they comply with the rules concerning impartiality. The respective Office of the Dean of Studies is responsible for proposing reviewers from the disciplines and from professional life to the Presidential Board, as the aim is to attract respected figures as representatives. Student reviewers are recruited via the Student Accreditation Pool (Berlin).

External reviewers are explicitly involved within the framework of decentralised procedures, after which they draft opinions on the degree programmes based on guidelines provided centrally.
